Contracting out should be used sparingly and treated as an option of last resort to address temporary needs.

Managers and supervisors should explore options for completing work with UCB staff before requesting to contract out with a third-party supplier. Staffing options include overtime, stipend, temporary reassignment of work, out-of-classification assignment, limited non-recruitment, and open recruitment.

Departments should consult with these campus departments prior to requesting contracting out for covered services for food services, moving services, janitorial, transportation, and security services.
