Contracting out should be used sparingly and treated as an option of last resort to address temporary needs.

Managers and supervisors must explore internal options for completing work at UC Berkeley locations with UC Berkeley staff prior to requesting to contract out with a third-party supplier. Staffing options include overtime, stipend, temporary reassignment of work, out-of-classification assignment, limited non-recruitment, and open recruitment. Cost savings/considerations cannot be a factor in forgoing the use of internal staffing options if UC Berkeley staff is available for the date(s), time(s), and have the capacity to provide the services. 

Departments must consult with these campus departments prior to requesting contracting out for covered services for food service labor, moving services, janitorial, transportation, and security services.
